The Officiating Certification Program of the Nova Scotia Basketball Officials

This Certification Program of the Nova Scotia Basketball Officials is to assist in the uniform and consistent education and development of basketball officials in the province.  This program promotes an accessible and attainable goal for all officials in the province.

 

The Certification Program will consist of four levels with Level IV representing the highest ranking.  To qualify for certification, the prospective candidate must be a member of good standing of the N.S.B.O. and shall complete all requirements of one level before advancing to the next level.  The candidate must be approved by the Provincial Evaluator before advancing to the next level.   For the purpose of this program an officiating year will be from September 1st to August 31st.

 

The standards of the Certification Program are based on performance and focus on the following criteria:

 

·       provincial exam results

·       local and regional game performance evaluations

·       N.S.B.O. clinic participation

·       progressive proficiency at higher levels of competition

 

The candidate shall be responsible for maintaining all personal officiating records.  N.S.B.O. uniform is the approved standard of dress.

 

PRE-LEVEL I

 

This is the introductory level to officiating.  The candidate must achieve the minimal requirements for membership as provided by the Associations’ by-laws.

 

Area supervisors shall provide pre-level one packages as adopted by national certification program.

 

Requirements

 

ç        The candidate must attend a pre-level I Rules/Mechanics Clinic as provided or approved by the N.S.B.O. and conducted by the local area supervisor or delegate(s).

 

ç        The candidate must obtain a mark of at least 70 % in the approved written provincial exam in the same year as applying as well as receive a floor evaluation by the regional evaluator.

 

ç        The candidate must have at least one year of experience and have officiated at least 50 games.

 

ç        The candidate must have been evaluated by a Provincial Regional Evaluator or approved delegate in not less than two Class V (or higher) level games and recommended for this level and approved by the Area Supervisor.

 

LEVEL I

 

Prerequisite

 

ç        The candidate must have successfully achieved the Pre-Level I Certification requirements of the N.S.B.O.

 

Requirements

 

ç        The candidate must complete the National Officials Certification Program, Level 1.

 

ç        The candidate must have at least two consecutive years and have officiated at least 100 games, including a minimum of 25 Class IV games.

 

ç        The candidate must obtain a mark of at least 86 % in the approved written provincial exam in the same year as applying.

 

ç        The candidate must have been evaluated by a Provincial Regional Evaluator or approved delegate in not less than two Class IV (or higher) level games and recommended for this level and approved by the Area supervisor.

LEVEL II

 

Prerequisite

 

ç        The candidate must have successfully achieved the LEVEL I Certification requirement of the N.S.B.O.

 

Requirements

 

ç        The candidate must complete the National Officials Certification Program - Level II.

 

ç        The candidate must have at least four years experience preceding the year of certification.

 

ç        The candidate must obtain a mark of at least 86 % in the approved written provincial exam in the same year as applying.

 

ç        The candidate must receive two positive evaluations for this level from a Provincial Regional Evaluator to be considered for advancement to the next level.

 

The above noted evaluations must be received from any of the following tournaments (one of which must be at a Divisional I NSSAF Provincial Championship or equivalent).  These two evaluations cannot be received in the same officiating seasons.  Note: officiating season will be from September 1st  to August 31st.

 

-       Division I - Regional Qualifying Tournaments

-       Division I  - NSSAF Provincial Championships;

-       Atlantic College Athletic Association Championship;

-       Championship tournaments approved by members of the Executive (President, Provincial Evaluator, Provincial Supervisor).

       

Note:  The  candidate must apply in writing to the Provincial Evaluator for advancement to Level II.  No official will advance to this level without the approval of the Provincial Evaluator.

 

LEVEL III

 

Prerequisite

 

ç        The candidate must have successfully achieved the LEVEL II Certification requirements of the N.S.B.O.

 

Requirements

 

ç        The candidate must complete the National Officials Certification Program - Level III and attain Level 1 of Technical of National Coaching Certification Program.

 

ç        The candidate must have prepared and conducted a Basketball Official’s Clinic approved by the N.S.B.O.

 

ç        The candidate must obtain a mark of 86% in the approved written provincial exam in the same year as applying.

 

ç        The candidate must have received two favorable evaluations from a CABO National Evaluator at any of the CABO assigned national championships.

 

LEVEL IV

 

Prerequisite

 

ç        The candidate must have successfully achieved the LEVEL III Certification requirements of the N.S.B.O.

 

Requirements

 

ç        The candidate must be recommended by the province, approved by Basketball Canada, and CABO.

 

ç        The candidate must attend and successfully complete the FIBA Certification Clinic Examination:  physical, practical, and written as per FIBA standards and have officiated in international competition.

 

RETROACTIVE CREDIT

To respect the accomplishments of recent NSBO members who have performed in other CABO jurisdictions, credentials earned outside of Nova Scotia may be recognized.  Candidates should apply to the Provincial Supervisor for appropriate recognition.
