2008 New Rules or Changes

4.3.1 Uniforms:

.-T shirts are no longer permitted at college and  university level

.

25.2.3  Player falling, lying or sitting on the floor:

It is legal when a player falls and slides on the floor because of mmentum while holding the ball or, while lying or sitting on the floor, gains control of the ball. Diving and securing ball and sliding with ball is legal.

It is legal for a player lying on his/ her back with the ball to sit up.

It is a violation if the player then rolls or attempts to stand up while holding ball.

28.1.3 During a dribble from back court to front court,  the ball goes into a team’s front court when both feet of the dribbler and the ball are in contact with the frontcourt.-  this is on the dribbler only, nothing else has changed

30.1.2 Any player who jumps from his frontcourt, establishes NEW team control while still airborne and then lands in his team’s backcourt( this could be on a defensive interception or on the jump ball to start game) is legal- this includes landing straddling the line, even if one foot lands in front court first and then the other foot in the back court- but after this- we go back to original rule- this player would have to pass or dribble into the front court

31.2.4 Interference occurs during a shot for a field goal when:

A player reaches through the basket from below and touches the ball. This is valid also on a pass and also after the ball has touched the ring.

36.1.4 Unsportsmanlike  Foul If a defensive player fouls an opponent from behind or from the side (rule states laterally )in an attempt to stop a fast break and there is no opponent between the offensive player and the opponents’ basket, that foul is an unsportsmanlike foul- there is no judgment. This applies only until the offensive player is in the act of shooting; once act of shooting begins, we go back to a normal foul ,unless, of course, that contact is excessive or unsportsmanlike

38.3.1 A technical foul could be called for excessively swinging of elbows without contact , of course.- Stress the word “could”

**FIBA Interpretation - When the ball is out-of-bounds for a throw-in, and in the hands of the official or the thrower-in ,and a defensive foul is called on the court , this shall be judged as an unsportsmanlike foul- no judgement is needed – it is an unsportsmanlike foul) FIBA Interpretation **
