2010-11 FIBA Rules
Pre game - FIBA permits dunking in warm up; HIGH SCHOOLS and ACAA do not allow dunking, AUS does, Rosters 20 minutes prior to game time, and starters 10 minutes prior to game time(home team first)….. Game will always start with jump ball!
NSBO is recommending that all levels of play use the 24-second clock BUT Junior High will be 30 sec. this year.
Playing time -4 quarters of 10 minutes (jr. highs are 8 minute quarters); FIBA takes 2 minutes between quarters we take 1 minute for all levels below AUS and ACAA with a buzzer for teams to play at 30 seconds. FIBA takes 15 minute half time (we take 10 except AUS and ACAA)- prior to game and prior to 3rd quarter, there is a buzzer at 90 to clear the court and buzzer at 30 to break huddles - Overtime is 5 minutes in duration and is just a continuation of the 4th quarter(2 minute interval), with no jump ball- use the possession arrow to start overtime.
New for 2010-11 – Alternating possession arrow - if there is a violation on the opening jump ball, such as jumper tapping 3 times, or jumper catching ball before it touches a player, floor or official, or knocking ball directly out of bounds - the ball is awarded to the opposing team - in previous years, the team that does not have the throw in now gets the possession arrow- not so anymore - the team that does not control the throw-in once ball is in the court will get the possession arrow
Benches – Coaching box is 5 meters from center; only head coach may stand; Home team sits to the left of the scorer’s table facing the floor, and teams shoot opposite their benches the first half.
Uniforms – No T-shirts(T-shirts have sleeves) under jersey at college/university level. Compression shirts, pants, and leggings are legal – compression shirts must of same color as game jerseys - pants and leggings must be same color as shorts EXCEPTION-High schools and lower will be permitted to wear MATCHING T shirts under jerseys. Jerseys must be tucked in .
Throw in -New for 2010-11 – only player handed the ball for a throw in may take the throw in- this is not the case after a basket- only when official handles ball
Throw in – New for 2010-11 –If a player reaches up through the basket and touches a throw in, it is simply a violation, but does not count as a score as the play did not originate from within the court-however, if during play, a player reaches up through basket and touches a shot or a pass, it is basket interference and, if it on the defense, 2 or 3 points will be scored
Fouls - Contact foul is always a personal foul – except during intervals- all interval fouls are technical fouls. New for 2010-11- if the defense fouls in the front court of the offense, and there is not yet a penalty situation, the shot clock would stay the same if 14 seconds or above , but, if the clock is below 14 at the time of the foul, the clock will reset to 14 seconds.
- Technical foul is non contact- 2 shots and ball at center- player Technical fouls count; non player T’s do not- no limit on # of Technical fouls - if Technical happens between quarters, the penalty is 2 and the ball to start the next quarter; this will not affect the alternating possession arrow
- * Exception to Technical of 2 shots and ball- in intervals of play, all uniformed members are players- count toward bonus in next quarter- and the penalty is simply 2 shots. New for 2010-11 – on a technical foul before the game, one of the 5 starters must shoot the free throws.
- New in 2008 – Officials “could” or “may” call a technical for excessive swinging of elbows without contact
- Unsportsmanlike (intentional) personal – 2 shots and ball at center( unless ball goes in – in the act- then only one shot and poss.)- 2 Unsportsmanlike fouls leads to disqualification.
- Unsportsmanlike Foul – it shall be an unsportsmanlike foul if the defender fouls the offensive player from behind or laterally, when that offensive player has no defensive player between him/her and the basket on a fast break or break away situation- 2 shots and possession- automatic call !- this is not in effect once the act of shooting begins!
- New for 2010-11-- Unsportsmanlike foul - When the ball is out of bounds and in the
hands of the official or the thrower in and the defense commits a foul- that foul is
automatically an unsportsmanlike foul- this applies to the last 2 minutes of the game
Always a 24 second reset on single technical fouls, unsportsmanlike fouls, and disqualifying fouls, as the throw in is at center and will never be at “throw in” line in front court.
- Double fouls- either personal or T – no reset of shot clock.
- Bonus begins on 5th foul of each quarter – bonus is 2 shots.
- Fighting- head and assistant coaches are allowed to leave bench to assist - would not be disqualified if they assist in restoring order. No matter how many players leave bench, just one(1) Technical to coach(all are disqualified), After fighting penalties, throw in is at Center, opposite table
- In the same dead ball period, cancel all equal penalties.
- * Team control foul- team control begins from the time a team has control of the ball, including a throw in and a free throw- includes all personal fouls committed by the player with the ball and his team mates
- 5 fouls on a player leads to disqualification
- Air born shooter is in the act until both feet are down
Free throws – 3 spaces on either side, 3 defenders and 2 offensive players and may only occupy spots to which they are assigned- the block is indeed a NEUTRAL zone; lane spaces are 1 meter in depth, spots do not have to be occupied
- Only a violation by the free thrower may cancel a successful free throw-
- 5 seconds to shoot free throw
- Violation by a team mate of the free thrower, opponent has throw in at free throw line extended ; on a double lane violation(no basket can be scored), go to the arrow, but try not to have a double; get the first one; shooter's violation no longer tales precedence
- Do not allow huddles in the paint and do not allow huddles outside the lane to slow play- do not allow players to come in late.
Substitutions- any team at any whistle, before free throws, after last successful free throw (up until a player has the ball OB for the ensuing throw in), and when you are scored upon in the last 2 minutes- never between free throws
- click of the clock- be aware of which players sub before and after time outs !
- substitution for disqualified player must be done in 30 seconds, start the sub process at 20 sec and no buzzers during a 5th foul process
- During time out, subs have to report to scorer only !
- No subs once the thrower in has the ball OB or the free thrower has the ball for a free throw.
- Clarified for 2010-11- either team may substitute on a basket interference call or goaltending as the official has stopped the game with his/her whistle
Time Outs – 2 first half, 3 in second half, no accumulation; 1 per OT period per team
- Time out at any whistle or when you are scored upon- same provisions apply to Time Outs as Subs
- Time outs are called to the official by the scorer’s table- we will not be accepting time out requests from coaches. Coaches must go to table to request time out.
- 1 minute with buzzer at 50 seconds- Time out starts when you announce which team has called the time out - teams may not shorten Time Outs
- New for 2010-11 – The penalty for delay of game for not coming out of time outs on time is now a Time out- if the team does not have time outs available, the penalty is a technical foul
- New for 2010-11 -If the team that will have the ball OB in the back court calls time out in last 2 minutes, the throw in will be at the front court “throw in” line opposite table- this line is very close to the 28’ mark. There is no re-set of the shot clock and the ball cannot be passed in the backcourt.
- Newly clarified for 2010-11- if a time out is requested by either coach and then we have a 5th foul; all administration of the 5th foul, including requesting the sub at 20 seconds and calling the sub in at 30 seconds will take place before the time out is called and announced; and, of course, the team may withdraw the time out during the administration of the 5th foul
Injured Player – Offense- no reset on shot clock; Defensive injury- reset on shot clock
New for 2010-11-If this defensive injury is in the front court of the offensive team, the shot clock will stay as it is if 14 seconds or above; if the clock is below 14, you reset the clock to 14; the signal for this is the same as a reset to 24
If injured player is ready to play within 15 sec, play on; if not, the player must be substituted unless either team takes a time out; if the player is ready to play at the end of time out, play on—if bench personnel enter court, the player must be substituted or either team may call a time out and player may stay.
Violations - New for 2010-11- On all defensive violations in the front court of the offensive team(fist, kicked ball, going through the plane in out of bounds play, etc), and the ball will be taken out in the front court, the shot clock will stay as is if 14 or above and reset to 14 if below 14
Traveling- Illegal movement of the pivot foot----talk about 2 foot stop; dribble finishes when ball comes to rest in the hand or hands of the dribbler- where is the pivot foot at this point
- if a dribbler finishes a dribble with one foot on the floor- that is the pivot foot !- if he/she takes 2 more steps on the spin move, that player has traveled
- falling to the floor with the ball is not travelling; sliding on the floor with the ball is no longer traveling ; however, rolling over with the ball to gain advantage is traveling or getting up or attempting to get up with the ball is traveling.
- ball is blocked or even touched by a defender in hands of shooter or passer and player comes down to floor with the ball never leaving his/her hands- this is travelling violation
Closely guarded 5 sec call- anywhere in the court- the rule is guarding within 1 meter
Kicked Ball- reset on shot clock Again for 2010-11, if this violation is in the front court of the offensive team, the shot clock will stay the same if 14 or above , and if below, it will be set to 14 seconds
Back court violation- New for 2010-11 – the ball goes into the frontcourt when any part of both feet of a player and the ball are in the front court; therefore, if a player straddles, he/she is still in back court, and may now pass to team mate who straddles or is in the back court, and may dribble into the back court- makes it much clearer- all this time, the 8 second count continues as ball is still in back court
New for 2010-11)-The player jumping from his front court and establishing a new team control in the air (interception or gaining control after the tap on the initial jump ball), may land in his back court or straddling the line and is now in the back court, so this player , as above, may dribble into back court, or pass to team mate who is straddling center or in the back court. However, if, while in the air on this play, he /she passes the ball to a team mate in the back court, it is a back court violation
Once team control is established in the front court, the offense may not be the last to touch the ball in front court and first to touch it in back court- that is back court violation
From OB in front court, thrower in may only throw the ball into the front court.
Throw in for back court violation is at the spot nearest the violation
Goaltending –in FIBA, player may not touch the ball once it has hit the glass above the level of the ring on a try for goal
Basket Interference -once the ball has hit the ring, players may touch the ball, even if the ball is on ring. The exception to this is when the buzzer to end the period or a whistle sounds---- then players may not touch the ball. If the ball is on ring, players may not touch ring or board
- Defensive players may not touch the ball if it is “in” the basket; if the offense does this, they are only disadvantaging themselves.
- * * If the ball has a chance of going in on a try, players may not vibrate the ring while the ball is on the way to the goal, on or in the ring, against the board, or above the ring once it has struck the ring- this is basket interference- wait to see if ball goes in, and if it does, play on- if not- simply call basket interference- this is not a Technical foul
3 Seconds in the Key- be sure it is more than 3 sec , and do not call if player is leaving the key; each player is a different count- called when ball is in front court only
8 Second violation– Count, in most cases(rebound, steal, etc), begins on team control in the back court, Except now on any throw in- the 8 sec count as well as 24 sec count , will start on touch, as long as that team retains possession- this is new for 2010. If the ball is knocked OB in the back court and the same team will retain the ball on the throw in, that team will only have the remaining time left on the back court count. If the ball is deflected by the defense from the front court into back court, the offensive team recovers the ball, the 8 sec count starts on control
24 second shot clock –Always starts on team control(possession of ball in court), except on a throw in(new for 2010-11)- on the throw in, the shot clock starts on touching of the ball, the same time the game clock starts- but just to be clear- on a rebounding situation, the shot clock starts on control or possession.
If the 24 second clock sounds and the ball misses the rim, official now wait to see if the ball is directly rebounded by the defense- directly meaning no fumble or tip)if so- play on—if the ball is fumbled or hits the floor- shot clock violation
New for 2010-11 – If the shot clock sounds and in the judgment of the officials, the defense will gain immediate and clear control of the ball, play on- this would normally happen on a loose ball situation or a rebounding situation where shot clock operator is slow and ball hits rim and bounces out to side line and one player chases the ball and shot clock goes off- if you see that this player will gain immediate control- play on- be careful on this situation.
Shot clock – (Clarified for 2010-11)If the game is stopped for any reason not due to either team- for example, if the shot clock sounds in error, or does not start on time, or is reset in error- and the opposition is placed at a disadvantage, the officials will correct the situation and resume play from where it was interrupted with the proper amount of time on the shot clock.
Shot clock-- will not be reset if the same team that had the ball now has the ball for a throw in-- in the following cases during a game:
- ball out of bounds
- player on offense injured
-jump ball situation with a team in control- the one that is difficult is the ball getting lodged in the flange- even though the ball has hit the rim – we will say it has not- this is a jump ball- if it goes back to offense, they only have remaining time on shot clock
- double foul
- cancellation of equal penalties
New for 2010-11 – Shot clock will no longer be reset when a throw in strikes the ring
Throw in restrictions – never have a throw in, that is handled by referee, take place behind the board- always just outside the back board.
Cancelled basket because of offensive violation- throw in goes free throw line extended on nearest side. If a basket is scored after a defensive foul or violation(kicked ball) near the end line, the throw in will take place on the end line.
Thrower in may move laterally in both directions , as long as the total distance covered does not exceed 1 meter
Correctable errors- same as previous rules; usually it would be
(a) failure to award merited free throws,
(b) awarding unmerited free throws,
(c) erroneously canceling or counting a basket-…
(d)other is wrong player attempting free throws--- error must be noticed before the second live ball after the error- correct the error, complete the proper sequence and continue from where the game was interrupted with the following exceptions:
1 – If the error involves wrong free throw shooter, cancel any baskets and award the opponent a throw in at free throw line extended
2.- If the error is failing to award a team merited free throws, and there has been no change of possession after the throw in, and the error is now noticed- shoot the free throws, and play from the last free throw as you would on any free throw
3. – Again , if the error is failing to award merited free throws and the team that gets possession, scores a basket- the error is to be disregarded- if the opponents score, correct the error in the normal fashion if the error is within the time guidelines.
Special Situations-
- Possession arrow favors Team B and a jump ball is called, so it is Team B’s ball; before the ball is taken OB, Team A is charged with a Technical foul. Ruling- Team B does not lose their right to possession as a result of the jump ball- the 2 situations are separate- Team B would receive the 2 shot penalty and the possession for the technical foul as well as maintain the possession arrow for the next jump ball.
-In the last 2 minutes of the game, and Team B has the ball in the backcourt and the ball is knocked out of bounds by Team A with 4 sec remaining on the 8 sec. back court count. Team B now calls a Time Out and after the Time out , will have the throw in at front court throw in line opposite table. They may not throw the ball into the back court.
A1 shoots for goal, ball misses rim and falls to the floor, where B4 and A4 tie the ball up simultaneously for a jump ball with 11 sec remaining on the shot clock-- The possession arrow favors Team A. Team A will have the throw in with only the remaining time(11 sec) on the shot clock.
-Status of ball- ball is live when : ball is legally tapped during a jump ball

: ball is at disposal of thrower in
-Ball is dead – When the ball is in flight for a try for goal and either the whistle blows, or the game clock sounds for the end of period , or the shot clock sounds, and then the ball is blocked on it’s upward flight- the ball is dead !
*** - i.e.-Shot- buzzer or whistle- blocked ball- ball is dead , score cannot count as ball is dead!
*** - Shot- block- buzzer or whistle- if ball goes in, it counts !
**If the ball has hit the rim on a shot and bounces above it with a chance of going in, and then the whistle sounds or the game clock signals the end of a period- if a player touches the ball at this point, it is basket interference !! **
New for 2010-11 – FIBA has decided that with 0:00.2(two tenths) or 0:00.1 remaining in any period and a throw in takes place, the ball must be tapped tipped or directly dunked( ball cannot be caught) in order for the basket to count- with 0:00.3 remaining, the official must decide whether ball was released on time or not
