SCORERS AND TIMERS FIBA
DUTIES OF THE SCORER
DURING THE GAME THE SCORER WILL :
Set the possession arrow after the initial jump ball ; in FIBA there is only one (1) jump ball !
Notify the official:
1.When a team has 5 team fouls of each quarter(Bonus)- this the scorer’s duty- do not assume that the officials are on top of this; they have enough to do, so please help them out on this matter.
2. When a coach has taken 2 technical fouls.
3.When any player is charged with five (5) personal fouls( incl. technical fouls)
4.When a team has used all of their allotted time outs, - all time outs are 60 sec with a buzzer at 50 sec.
5.When a coach asks for a correctable error to be rectified, but be sure that the clock is stopped and /or the ball is dead(dead ball period) before you notify the officials with the buzzer !

TIMING INSTRUCTIONS
Halftime is 15 minutes in FIBA, 2 minutes between 1st and 2nd quarters and 3rd and 4th quarters and between regulation play and any overtime period !
--The timer is responsible to see that the game clock is running at least 15 minutes prior to game time
--Sound a warning signal when there are 3 minutes remaining before the start of the game, and then when there is 1 minute and 30 seconds remaining in the intermission- this is the signal for teams to return to their benches. Betwwen 1st and 2nd quarters and between 3rd and 4th quarters, during the 2 minute intermission, the buzzer rings at 30 seconds before the end of 2 minutes.
--Sound a warning signal 10 sec prior to the end of time outs, there is no warning buzzer on the 30 sec disqualified player( 5 fouls or disqualification) time- up to the official with 10 sec remaining in the 30 sec to manage the substitution( get the sub to the table and into the game)
There are 3 (only 3) situations in the game in which you start the game clock:
A-Jump ball
B- Throw in
C-Free throw (foul shot)
In all three(3) situations, the clock starts when the ball touches a player IN THE COURT !
Clock stops:
When the whistle blows and after every basket in the last 2 minutes of the game or any overtime period !
Time Outs- no time out or sub once ball is in play !
Timing Time Outs- each team has 2 time outs in the first half and 3 in the 2nd half; time outs may not be carried over from one half to the next. Time outs are 60 sec in length with a warning buzzer at 50 seconds and time outs cannot be shortened . IT IS IMPORTANT THAT WE HAVE A SECOND BUZZER AT THE END OF EVERY TIME OUT! ! ! !
Either team may have a TIME OUT at any whistle, the team that is scored upon may have a TIME OUT before the ball is at the disposal of the thrower in, either team may have a TIME OUT if last or only free throw is successful, and the scoring team may have a time out in the last 2 minutes of the game once the scored upon team has initiated subs
If there is overtime, @ team is permitted one (1) time out in the overtime period.
30 sec to replace a disqualified player- this is not a time out !
Who calls the time out and when?—a coach calls the time out to you at the table and you are then able to blow the buzzer on the next whistle or after that team has been scored upon – no time out after the player out of bounds has the ball for a throw in or the free thrower has the ball for the free throw – this is important, please !
n NO time outs while the play is going on !

Important: Do not start the time out time until the official tells you to start timing the time out
Substitutions
Either team may substitute on any violation, foul , or jump ball,--if the subs are at the scorer’s table waiting to go in. If subs are ready, you may (must) blow the buzzer to notify the officials that subs are present at the table
In the last 2 minutes of the game or overtime period, the team that is scored upon may initate subs- as the timer, you blow the buzzer and make the sub signal, but crossing your arms in front of your chest; if they sub, the opponents may sub and either team may now have a time out !
Substitutions during free throws:
A- Before the first free throw(horn), but never between free throws !
B- After a Final successful free throw( buzz the horn), or on a violation of the last free throw !
Alternating possession arrow
Who gets the first possession after the game starts?
After the opening jump ball, the opponents of the team who controlled the ball will get the first possession in the case of jump balls
When do you change the possession arrow?
After every jump ball situation, the arrow will be switched when the ball has been thrown in by a player and touched by a player in the court, after the jump ball.
SHOT CLOCK OPERATION
Definition- A team that gains control of the ball has 24 seconds to score or hit the rim as a result of a try for goal.
When does team control begin and the 24 second clock start?- at the same time- on control of the ball !
A . On a jump ball, the 24 sec clock begins when a player on the court gains control of the ball
B- On a last or only unsuccessful free throw, the shot clock begins when a player on the court gains control of the ball.
C – On a rebound off the rim, shot clock starts on control
D- On a throw in , the 24 sec clock starts on control, therefore, the game clock and the 24 sec clock may not start at the same time , if the in bounds pass is dropped or fumbled
The 24 second clock is stopped and reset in the following situations:
A- A shot for goal goes in the basket or hits the rim- stop the shot clock and reset it as above(c,d)
B- On the official’s whistle for any FOUL
C – Kicked ball
D- When the opposing team gains control of the ball
E . Injury to a defensive player
DO NOT RESET THE 24 SECOND CLOCK :
1 . When a try for goal does not hit the rim
2 When a defensive player knocks the ball out of bounds with the offensive team maintaining possession of the ball !
3. When an offensive player is injured
4 . When a time out is called .
5. When, during team control, the defensive team causes a jump ball and the arrow favors the team that had control of the ball
6 .When there is a double foul called with a team in control of the ball.
THE LOOSE BALL ON THE FLOOR SITUATION-- Please understand the concept of team control on the loose ball on the floor, as that will not be a reset as one team still has team control until the whistle or the other team gains control of that loose ball
