Interpreter's Message 2009-2010

All NSBO new material for 2009-2010 will be posted under the FIBA link by November 8, 2009.  The new FIBA protocol will be a buzzer at 3 minutes, 1minute, and 30 seconds.  Following are a few situations in regards to substitutions:

1) Inadvertent whistle - subs and timeouts by either team are permitted.
2) Inadvertent buzzer - play on when possible, but if play is stopped - do not permit subs or timeout by either team.
3) Stoppage of game to fix timing issues or any unusual delays - subs and timeouts by either team are permitted.

Don't permit teams to sub at the wrong times - example no subs during free throws(only after made last free throw).
