The Nova Scotia Certification Program

The Nova Scotia Certification Program is to assist in the consistent education and development of basketball officials in the province. This program promotes an accessible and attainable goal for all officials in the province.
The Certification Program consists of five levels. The first three levels will be administered by NSBO. Level IV and Level V will be under the authority of CABO. The first three levels require approval of the Provincial Assessor and Provincial Supervisor prior to any official advancing to the next level. To qualify for certification, the prospective candidate must be a member of good standing of the N.S.B.O.
The standards of the Certification Program are based on performance and the essence of the program is contained in the following core outcomes:

The candidate shall be responsible for maintaining all personal officiating records. It is suggested the referee develop an officiating portfolio.
PRE-LEVEL I – NEW – PROVINCIAL
This is the introductory level to officiating. The candidate must achieve the minimal requirements for membership as provided by the Associations’ by-laws. Until an official has obtained Level 1 status, he/she will be paid 80% of the regular rate of pay.
Area Supervisors shall provide pre-level one clinics and educational materials as adopted by NSBO.
Requirements
The candidate must attend a pre-level I Rules/Mechanics Clinic as approved by the N.S.B.O.
The candidate must write the approved provincial exam.
The minimum requirement for assessment for each candidate is one (1) game observed by one (1) evaluator.
LEVEL I - Provincial
Prerequisite
The candidate must have successfully achieved the Pre-Level I Certification requirements of the N.S.B.O. The candidate must have at least one year of experience officiating.
The candidate must complete the National Officials Certification Program, Level 1.
The candidate must obtain a mark of at least 70 % in the approved written provincial exam in the same year as applying.
The candidate must be evaluated in a minimum of one (1) game observed by one (1) evaluator as approved by NSBO.
LEVEL II - Provincial
Prerequisite
The candidate must have successfully achieved the Level I Certification requirement of the N.S.B.O. and two years of experience officiating. The candidate must have the skills and knowledge to officiate at the entry level (Mini/Bantam/Junior High).
Requirements
The candidate must complete the National Officials Certification Program - Level II.
The candidate must obtain a mark of at least 80 % in the approved written provincial exam in the same year as applying.
The candidate must receive two positive evaluations for this level from an approved evaluator to be considered for advancement to the next level.
The candidate will have the skills and knowledge to officiate basketball at the intermediate level.
LEVEL III – Provincial
The candidate must have successfully achieved the LEVEL II Certification requirements of the N.S.B.O. and have three years experience. The candidate must have the skills and knowledge to officiate basketball at the intermediate level (Junior High, Senior High, etc).
Requirements
The candidate must complete the National Officials Certification Program - Level III.
Qualification for Level III will be based on the applicant receiving a minimum score of 86% on the CABO national exam and receiving a minimum score of 86% on each of the 2 On-Court Assessment forms by a local/provincial assessor. The games being assessed must be at the Division I caliber or higher as approved by NSBO Executive.
The candidate must be proficient in 3-crew officiating.
The candidate must have received two favorable evaluations from a CABO National Assessor at any of the CABO assigned national championships.
LEVEL IV - National
The candidate must have successfully achieved the LEVEL III Certification requirements of the N.S.B.O., have the skills and knowledge to referee basketball at the Varsity/Junior College level and have a minimum 5 years of officiating experience. The candidate must be competent in 3-crew officiating.
Requirements
Qualification for Level IV will be based on the applicant receiving a minimum score of 86% on the CABO national exam and receiving a minimum score of 86% on each of the 2 On-Court Assessment forms by a member of the National Evaluators Panel. These evaluations will have to be at national tournaments as approved by CABO Executive.
LEVEL V - International
Requirements
The candidate must be recommended by the province, approved by CABO and Canada Basketball.
The candidate must attend and successfully complete the FIBA Certification Clinic Examination; physical, practical, and written as per FIBA standards and have officiated in international competition.
RETROACTIVE CREDIT
To respect the accomplishments of recent NSBO members who have performed in other CABO jurisdictions, credentials earned outside of Nova Scotia may be recognized. Candidates should apply to the Provincial Supervisor for appropriate recognition.
