Scotia Supervisor's Report
OPENING REMARKS
In
considering the many objectives we set out to achieve this year I must say that
I am very pleased with the results achieved and the number of initiatives we
have been able to implement. The
policies and procedures currently in place to manage our association are more
transparent and clearly understood by more of our officials.
It is essential that we manage our association with openness and
integrity.
One
area that continues to require attention is in the recruitment of officials,
i.e. females and committed members to become long term officials.
To
concur with comments received from many others in basketball, my concern is in
maintaining the professionalism of
the game of basketball. Over the
past year, we encountered numerous problems with parents, fans and players being
very disrespectful thus bringing shame/embarrassment to the sport.
We need to look at ways to resolve these issues quickly and to ensure all
officials are consistent in managing these kinds of issues.
We as officials must ensure that we take
care of business during all games and that any inappropriate behavior
requiring the attention of our executive members is reported and followed-up
through the appropriate channels.
CABO
UPDATE:
CABO scholarships have been increased
from 4 to 6. Please send
nominations to Reg Caulfield. Remember,
this scholarship is available to high school graduates who are enrolled in post
secondary institutions while maintaining an active role as a certified official
of CABO. Congratulations to
Ryan Lutes, 2001 winner. He
is now a member of NSBO working in the valley.
Ø
CABO will scholarship 6 officials to
the CABO Officials' Camp in Montreal.
Ø
A National Evaluators' Seminar is
planned for Montreal in October of this year.
Ø
CABO has set aside $10,000 for Domestic
Officiating this summer.
Ø
The AGM will be held in Winnipeg on
September 20-22, 2002.
Ø
Officials will wear "stripes"
at the two CIS Championship tournaments next Spring.
Ø
An extensive session will be held for
the Provincial Evaluators at the AGM.
CABO's goal is to focus on "grass
roots" officials and most of this year's initiatives are pointing directly
at that group.
CABO is currently making administrative
changes to the CABO website with the hopes of making it more active, accessible
and current.
The
National Women and Juvenile Championships will be held in Fredericton, NB from
August 7th to the 11th.
AUS:
A new set of operating procedures for
the AUS Championships has been fully implemented and proved most successful.
I wish to express my gratitude to John Walsh, Provincial Supervisor
Newfoundland, for his contribution to this initiative.
Also, the final draft of the AUS Memorandum of Agreement is currently
being reviewed and will be presented for approval at the AGM in September 2002.
ACAA:
Our relationship with the ACAA
continues to be of high quality and this was evident during our communications
on their provincial play-offs and national championships. The championships in Truro were well organized and provided a
high quality level of basketball. As
a result, they are looking at endorsing and supporting a three-person system for
our own league play. Details are
presently being worked out. This
will be a definite benefit for the professional development and advancement of
our officials. The National
CCAA Women's Championships are scheduled to take place in Truro next year and
will result in 6 national assignments.
BASKETBALL
NOVA SCOTIA:
We have had numerous discussions with
BNS and our lines of communication have significantly improved through the
support of Ed McHugh and Jon Hunt. I
would like to thank Bruce Duffy, BNS President and Nick Morash, Halifax Area
Supervisor, for their contribution in resolving issues at the front end.
NSSAF:
There were very few conflicts to
resolve over the season; however, the NSSAF Championship is an area that
requires some consultation in reference to expenditures.
Reg Jewkes and Garry Balcom did a tremendous job in managing the overall
assignment and financial aspects of the championship.
CABO
CAMP - 4TH ANNUAL - MONTREAL - JULY 18TH - 21ST:
The
national CABO camps are becoming more than just an opportunity for officials to
"home their officiating skills", but that these camps are very much
being used as an opportunity to have our "elite" officials and CABO
executive identify potential candidates for advancement and identification for
possible FIBA certification. With
that in mind, our executive suggested that any of our officials who have
aspirations to move up the ranks within our organization give serious
consideration to attending the CABO summer camps, and to receive the invaluable
feedback from some of the top officials and clinicians in the country.

CERTIFICATION:
Modifications
to the Certification Program have been completed and can be accessed through our
website. Congratulations to Brian
States who has achieved his Level II Certification.
AWARDS:
The Rod Shoveller Award was
presented to Angela Thistle from Halifax.
The Frank Baldwin and Rod Shoveller Awards will be presented to the
recipients at upcoming tournaments next year.
