Objective: Organize Regional Clinics

Details: Clinics were offered to all areas, both virtually and in person. The FIBA exam date was December 1, 2023, and a refresher exam was made available. Members who did not complete the CBOC exam had access to an Area Exam through their Area Supervisor. All clinics emphasized calling rough play fouls to ensure player safety, proper use of terminology, and continued commitment to equity, diversity, and inclusion. Additional information will be forthcoming from CBOC.

Objective: Align With Basketball Nova Scotia to Establish the Provincial Officials’ Commission Framework

Details: This initiative remains a major priority of CBOC. NSBO has developed a positive working relationship with the new Executive Director of Basketball Nova Scotia, Lori Lancaster. BNS has been supportive in assisting NSBO with grant funding, and several productive meetings have taken place during the past year. NSBO will continue sharing its Work Plan with BNS. Both organizations share a goal of strengthening relationships to improve basketball across the province, including establishing a framework to eliminate officiating of non-registered teams. BNS will also be introducing Safe Sport Training for all stakeholders.​​​

Objective: Complete Contract Negotiations and Submit Updated Rate Sheet

Details: All contracts and rates have been negotiated and approved for the current year. A three-year agreement with ACAA (2023–2026) has been finalized and includes two provincial evaluators at championships. A new AUS playoff agreement was implemented.

Objective: Identify Officials for the High-Performance List

Details: The High-Performance list has been updated with new officials added. Further discussion will take place at the Annual General Meeting. Approximately 28 officials were identified last year. Officials on the list are expected to progress through the National Officials Certification Program, officiate high school three-person crew games, and be assigned to high school championships. The program is supervised by Roger Caulfield and Steven Clow, with Area Supervisors assisting in identifying candidates.​​

Objective: Identify Funding Opportunities With Basketball Nova Scotia

Details: Numerous funding opportunities are available; however, submissions must be comprehensive and meet strict approval criteria. Funding was secured last year for the All-Female Basketball Clinic, with additional funding anticipated.

Objective: Share CBOC Information With Membership

Details: The President participates in monthly conference calls with CBOC covering issues such as violence toward officials, recruitment, certification clinics, and registration processes. Updates are shared with members through the “Whistle Blast” newsletter. CBOC partnered with Memorial University and other national sport organizations on a mental health and well-being research study. The CBOC Annual General Meeting will take place on June 24, 2024.​​

Objective: Identify and Submit Officials for SSNS Championships

​​Details: The championships were held March 1–3. The selection process ran smoothly, tournaments were well officiated, and no negative feedback was received. Timely completion of evaluations remains essential for certification advancement.

Objective: Promote the Caulfield Camp of Excellence

Details: The camp was held in July and provided officials with evaluation opportunities and professional development. The Provincial Evaluator and Panel Commissioner will review performance outcomes and advancement opportunities.​​

Objective: Ensure Compliance With Individual Officiating Techniques

​​Details: Actions identified in the previous Work Plan were implemented to address compliance. Fitness, Individual Officiating Techniques, and game calling remain priorities for advancement, particularly for officials being considered for national assignments. Updated documentation has been distributed.

​Objective: Collect Professional Development Fees

​​Details: Professional Development Fees were collected for the first time last year. While results were positive, not all areas participated. Areas are encouraged to submit professional development initiatives. Optional local tournament fees may be collected at the discretion of Area Supervisors.

​​Objective: Expand Feel Safe / Fan Abuse Policy

​Details: The policy was reviewed and expanded to address fan abuse and official safety. The updated document is available on the NSBO website and includes a Fan Abuse Incident Report. This initiative aligns with BNS Safe Sport Training.

​​Objective:Review Certification Pathway Alignment With CBOC

​​Details: Efforts are underway to align NSBO certification lists with CBOC records. Area Supervisors will validate certification lists during registration. NSBO certified 18 Referee/Coaches last year. Certification levels include NOCP Levels I through V, ranging from community referee to FIBA referee.

​

 

​​Objective: Implement Gender Equity Project Recommendations

​​Details: The Mentorship Program continues to be successful through partnerships with BNS and Sport Nova Scotia. NSBO added female representation as Member at Large. The Gender Equity Project document will be published on the NSBO website to ensure transparency and accountability.

​​Objective: Promote BNS Safe Sport Training

​​Details: Safe Sport Training is a compliance requirement under Basketball Nova Scotia. All officials will be required to complete training and obtain a Criminal Profile Check.

​​Objective: Assign an All-Female Crew to Division I Girls Championships
